Company FCS has launched operation on modification and upgrade of airplanes (avionics installation) ending 2004, on the basis of TEHNOAER SRL Enterprise.
The organizational goal and priority objective to establish FCS, was the necessity of Air Operators (of the Republic of Moldova) to meet the requirements of ICAO convection, Appendix 6, JAR OPS1, JAR OPS3. That time (2004 - 2005) 90% of Operators carrying out abroad flights were in great need of modification.
FCS first project definition stage referred to a Personnel selection (Engineers Category “C”, “B2”), based on mastering and assimilation of TCAS, TAWS systems, satellite navigation etc, developed by MAI (Moscow Aviation Institute). Practical experience was gained through a teamwork and co-operation with Repair Stations and Plants.
Self independent operational activity started up a year 2005, upon approved authorization and certification by Civil Aviation Authority of the Republic of Moldova (JAR-145). Taking into account that Design Bureaus possessed no Supplementary Type Certificates (STC) on specific types of equipment, FCS Engineering Personnel was concerned with development of Service Bulletins, Engineering Orders, related documentary materials required for additional type of STC.
STC Development is governed by Civil Aviation Authority of Moldova, that controls, approves and supervises modification performance, installations and upgrade.
FCS activity is carried out on the following streamlines:


1. Installation of TCAS-II Systems (basically Honeywell)
2. Installation of EGPWS Systems (basically Honeywell, less Sandel)
3. Installation of ELTs (ARTEX)
4. Installation of on board avionics (VOR/ILS, DME, RNAV – Bendix King as well as other related equipment of various Manufacturers.
Within past 2 years additional two sectors were mastered out:

1. Installation of Weather Radar Equipment
2. Installation of FDR & CVR
Detailed list specification is carried out in tables attached here in, based on our archived data. Packaging arrangement, integration, parts kitting and equipments settlement is managed and controlled by both FCS and TEHNOER FZC (UAE), effected against submitted Clients and Operators applications. Up to date our main Vendors are: Honeywell, ARTEX, Sandel, GARMIN, Dukane, Shadine, Rockwell Collins, Manufacturers: KONTUR-NIIRS, ELEKTRONPRILAD.

Based on market research year 2009, it is sensible to point out a decrease and slowdown in the sector due to particular reasons:

1. Utilization and write off of obsolete civil aviation airplanes
2. Increased price for specific types of equipment
3. Deficiency in appropriate Repair stations or remote basing from airplanes areas of operation, that consequently leads to increased pricing on mentioned services and performance.
As per our data, basically 90 % of all installed equipment, on board airplanes operated in CIS Countries and Middle East are running more than 3-5 years without diagnostics and maintenance till full service out.
Taking into account the above, we consider reasonable to affirm that market activity can be resumed based on the following:


1. Targeting on equipment for the airplanes with take off weight less than 40 t.
2. Dominating orders on navigation and communication equipment Nav/Comm, CVR, RVSM, GPS, Oxygen systems, smoke detector systems, etc.
3. Establishment and development of regional service and maintenance centers.
4. Development of component, parts and accessories market.
In other words, the market demand will increase subject to enhanced environment for equipment running, inspection, repair, overhaul and servicing. Maintenance and equipments servicing is a leading goal FCS is working on.

Another guideline FCS is dealing with – is seeking for new regions and clients to supply equipment and services. Recently negotiations has been carried out with a Managing Board of Design Bureau “Ilyushin” and Helicopter Plant “Mil” concerning Bulletin development on installation of foreign analogous equipment on airplanes.
